India, Pakistan agree to resolve issue of harassment of diplomats

Amidst the issue of concern between India and Pakistan over the treatment of diplomats in both the nations, the Foreign Minister in a statement on Friday said that both India and Pakistan had "mutually agreed" to resolve matters related to the treatment of diplomats in line with 12-point code of conduct signed in 1992.

According to sources, the last incident of harassment reported by Pakistani diplomats was on March 22, when the deputy high commissioner's vehicle was "aggressively" tailed. Overall, India may have issued over 16 note verbales over the harassment incidents. Certain incidents alleged by both sides amounted to harassment of diplomats, officials, staff members and their families which was not only in violation of the 1992 bilateral arrangement, but also of the Vienna Convention on Diplomatic Relations of 1961. He, however, returned to New Delhi on March 22. Pakistan had claimed that there had been as many as 26 instances of harassment and intimidation of its diplomats since March 7, following which Islamabad called back its high commissioner Sohail Mahmood for discussions on the issue.

Even so, the situation has not normalised yet, with sources indicating that contractors are likely to return to work from Monday.

The CoC also states that intrusive and aggressive surveillance and actions such as verbal and physical harassment, disconnecting of telephone lines, threatening telephone calls, pursuit in cars and unauthorised entry into residences shall not be resorted to.

However, there is no clarity yet as to how two sides agreed to resolve the current tension over the treatment of diplomats.
