An investigation by Cricket Australia found only three players - Steve Smith, David Warner and Cameron Bancroft - guilty in the cheating scandal in the Cape Town Test against South Africa.
"There is a rebuild that needs to happen to reinstate the faith and the confidence and, I guess, the pride that the Australian public had and should have in the Australian cricket team", Sutherland said.
A key finding was that Bancroft had in fact used sandpaper to rough up the ball in the third test at Newlands, and not sticky tape as he stated, adding an extra element of premeditation to the actions and re-opening questions as to whether this was an isolated incident.
The penalties handed down to the three players - year-long bans for Smith and Warner and a 9-month suspension for Bancroft - have been termed too harsh by some, but Sutherland argued that the punishment was more for hurting the spirit of the game and bringing the game into disrepute.
"I'm ultimately responsible for the culture of the team and I've been thinking about my position for a while".
Some former cricketers have doubted that Lehmann would have been in the dark about such a sinister plan, and Sutherland hinted that the coach would have to accept some accountability about the incident that has considerably damaged Australian cricket's image.
"This will allow Cricket Australia to complete a full review into the team and allow them to implement changes to regain the trust of the Australian public".
"Telling the players was the toughest thing I have ever had to do".
"These are young men and I hope people will give them a second chance. I have been speaking to the hierarchy in the last couple of days".

He said seeing footage of former captain Steve Smith breaking down at a press conference in Australia on Thursday morning had helped him come to the decision. Previously we butted heads but that's not the way to play going forward.
"Like all of Australia, we are extremely disappointed and as a team we know we have let so many people down and for that I am truly sorry".
Both Smith, in Sydney, and Bancroft, in Perth, fought back tears as they faced the media.
The trio will be allowed to compete in club cricket, but can not take part in state or worldwide games for the duration of their bans. "They made a mistake". "It's a stain on the game we all love and I have loved since I was a boy".
When asked about his proudest achievement as head coach, Lehmann said: "I would say the way we dealt with Phillip Hughes's passing. You win games, you lose games".
