Amnesty said Myanmar's "reshaping" of the region where the Rohingya lived appeared to be created to accommodate more security forces and non-Rohingya villagers, and could deter refugees from agreeing to return.

Detailed satellite images published by Amnesty International appear to show security infrastructure replacing homes burned when Burmese forces moved in to the northern Rakhine state. "The authorities can not be allowed to continue their campaign of ethnic cleansing in the name of "development".

The London-based rights group said Monday that eyewitness testimony and analysis of satellite images established that Myanmar's Rakhine state is being militarized at an alarming pace with the construction of army bases, helipads and roads built in villages that had been burned and bulldozed.

Tirana Hassan, Amnesty's crisis response director, said: "The remaking of Rakhine State is taking place in a shroud of secrecy".

She said development was "sorely needed" in Rakhine, one of Myanmar's poorest states, but that it "must benefit everyone in the state regardless of their ethnicity, not entrench the existing system of apartheid against Rohingya people".

"Myanmar's authorities are erasing evidence of crimes against humanity, making any future attempts to hold those responsible to account extremely hard (.) New roads and structures are being built over burned Rohingya villages and land, making it even less likely for refugees to return to their homes", Tirana said.

Bangladesh and Myanmar agreed last November to begin repatriating Rohingya who volunteer to return to Rakhine state, where the persecuted Muslim minority have lived for generations.

Despite the ongoing preparations for repatriation, more than 2,500 Rohingyas have crossed into Bangladesh this year.

A harsh security response to attacks by Rohingya insurgents on August 25 sent members of the mostly stateless minority fleeing to Bangladesh and saw more than 350 villages destroyed by fire in western Myanmar's Rakhine state.

Despite the fact that military operations have declined, the campaigns to banish the Rohingya from Myanmar and to prevent their return continue.

Myanmar does not recognise the Rohingya as its citizens, arguing they are illegal immigrants from Bangladesh, which has led to continued discrimination against the Rohingya community as well as restrictions on their freedom of movement.
