The NCAA football rules committee proposed a change to the kickoff that would allow for fair catches between the receiving team's goal line and 25-yard line to be considered touchbacks. All other aspects of kickoffs would remain the same.

NCAA secretary-rules editor Steve Shaw said the proposal is a counter to emerging strategy in which the kickoff team tries to execute a high, short kick to pin the receiving team deep in its territory. The proposal would go into effect next season if it is approved. This new change adds a defense to the strategy of a kickoff team kicking the ball down inside the 5-yard line on goal to try and get a tackle before the 25-yard line.

Other tweaks proposed include simplifying rules regarding blocks below the waist and speeding up pace of play.

Shaw said the committee looked at four different considerations for changes to the play but chose to instead focus on the one proposal that could have a greater impact.

The committee proposed that blocks below the waist should not occur more than five yards beyond the line of scrimmage, and all blocks below the waist by interior linemen must be made from the front.

The NCAA Playing Rules Oversight Panel is scheduled to discuss the football proposals via conference call on April 13.

As for the proposed pace of play changes, the NCAA determined that after last year's rule adjustment that enforced a 20-minute halftime limit, the time of games decreased by more than four minutes. After a touchdown, the play clock will be set at 40 seconds in order to expedite the extra point or two-point conversion attempt.

But it's also an example of going way out of the way to not just eliminate kickoffs altogether; after all, players still get blocked and take on blockers on kicks, even when they end up without a return.

During this week's meeting, the committee met jointly with representatives from the Division I Competition Committee, National Football League and others in an effort to continue to enhance the sport.

The committee approved the continuation of a collaborative instant-replay decision-making model that is not limited to the press box in the stadium. But today we did get an update on a few potential rule changes for the sport, and they're not insignificant. It is illegal to leap over the frame of the body of an opponent.

-All personal foul and unsportsmanlike conduct penalties on field goals or extra points will allow for an option that they can be enforced on the kickoff.
