It found that "most uses of neonicotinoid pesticides represent a risk to wild bees and honeybees" and has recommended that they no longer be used in the EU.

In 2013, the European Union prohibited applications of the three chemicals on crops attractive to bees - such as sunflowers, oilseed rape and maize - after an EFSA assessment raised concern about the insecticides' effects.

The report said "most uses" of the three neonicotinoid pesticides, which are based on the chemical structure of nicotine and attack the nervous systems of insect pests, posed a risk to bees.

The assessment by the European Food Safety Authority looked at their impact on wild solitary bees and bumblebees as well as honeybees.

The updated risk assessment found variations due to factors such as species of bee, exposure and specific pesticide, "but overall the risk to the three types of bees we have assessed is confirmed", said Jose Tarazona, head of EFSA's pesticides unit.

The expanded ban could see the pesticide barred from use on all open fields but still allow for use in closed greenhouses.

Crop chemical companies have argued that real-world evidence is not there to blame a global plunge in bee numbers in recent years on neonicotinoid pesticides alone.

Member states plan to discuss the EFSA assessment at a meeting of the Commission's Plant Animal Food and Feed Standing Committee sometime in March, says the EC's Păduraru.

He said EFSA's findings would now be shared with European Commission risk managers and then with EU member States, who will decide on any potential changes to current restrictions.

"These assessments have shown conclusively that neonicotinoid products can be used by farmers to protect their valuable crops without harming honey bee colonies". The agency considered more than 1,500 studies, including all the relevant published scientific literature, and data from academia, chemical companies, national authorities, NGOs and beekeeper associations. The measured concentrations of neonics are, however, below the maximum authorized levels for human consumption.

Nicotinoid-based pesticides are made from Bayer and Syngenta. The EFSA report will inform a pending decision for the renewal of the ban from by the Council of Ministers. Called Artesa Chickpea Flour, the new ingredient addresses a number of issues that have prevented other nutritionally desirable pulse/legume flours from gaining widespread adoption - including taste, sensory characteristics and formulating functionality. The agreement builds on the initial exclusive agreement implemented in Q3/2017 that covered the Nordic and Baltic regional markets in Europe.
