Nominated MLAs denied entry into Puducherry House
Vaithilingam informed the three members through Assembly Secretary A Vincent Rayar that he would make a decision "shortly" after consulting legal experts and "until then there would be no change in my decision announced on November 12 last year".
Despite the Madras High Court validating their nomination in a ruling last week, Vaithilingam refused entry to the lawmakers to participate in the budget session that began with a customary address by Lt Governor Kiran Bedi. "The order of the hon'ble high court has been passed without hearing me". Others, who still waited outside the Assembly, said they will appeal in court.
After Deputy Inspector General Rajiv Ranjan said they can not be allowed inside the assembly as the order of the speaker has to be implemented, the MLAs staged a protest.
Reacting to the development, Bedi said she will take the required action in the matter. In a letter to BJP MLA's speaker wrote, "I should be given an opportunity of 'Being Heard.' I was neither heard nor made a party in writ petitions". He told The Hindu that "there were enough grounds" to challenge the High Court order. "The principles of natural justice have not been followed".

The Hindu reported that Chief Minister Narayanaswamy's Parliamentary Secretary K Lakshminarayanan went to New Delhi soon after the HC order to consult Supreme Court lawyers on the legal recourse available to them. "As such there is infirmity and lack of constitutional clarity in the order of the Madras High Court", the Speaker pointed out in his communication to the members.
Meanwhile, the state assembly is to begin its interim budget session on March 26 at 9.30 am with Lt. Governor Kiran Bedi set to inaugurate it. Three days after the high court order, the three nominated MLAs submitted a letter to the Puducherry assembly secretary and speaker on March 25, arguing that the high court had upheld their nomination and they will take their seats in the House. The legislators staged protests in front of the Assembly after they were denied entry.
The Assembly Speaker had on November 12 past year cancelled their nominations, declaring them invalid.
It may be recalled that the turf war between Bedi and Puducherry Chief Minister V Narayansamy intensified in November past year, on several issues, one of which was the nomination of these three MLAs.
