Putin flew to Kemerovo Tuesday as questions swirled about the Kremlin's handling of the country's latest man-made disaster.

When the deputy governor dismissed the protester's call as "a PR stunt", Vostrikov said he has lost his wife, sister and three daughters, aged 2, 5 and 7, in the fire. "They were calling from there, asking for help: 'We're locked in, we're suffocating.' No one helped because when the blaze broke out, everyone ran away".

But many critics wondered why the Kremlin did not call a nationwide day of mourning and said national television channels did not pull entertainment programmes from their schedule fast enough.

During the visit, Putin laid flowers at a memorial outside the mall, visited survivors in hospital and met with officials and citizens to discuss the causes and consequences of the blaze. "The children are dead, you can't give them back".

President Giorgi Margvelashvili also released a statement over the tragedy.

Alexander Bastrykin, head of Russia's Investigative Committee, which handles major crimes, told Putin the fire alarm system in the mall had been out of order since March 19 and that a security guard had not turned on the public address system to warn people to evacuate the building.

Several protesters visited the local morgue to inspect the dead after Kemerovo's mayor invited them to confirm the death toll. Putin, however, did not come out to thousands of angry protesters who rallied on the central square demanding a transparent probe.

"Those who need to answer for that, everyone will", Putin told the residents when pressed to fire Gov. Tuleyev. The crowds shouted "resign, resign!" back at him.
