Russian fans on Monday gave gold medal- winning athletes a heroes' welcome home at a Moscow airport following games overshadowed by the country's doping scandal.
In a statement WADA said it acknowledged the IOC's latest move but pointed out that Russian Federation is still not adhering to the World Anti-Doping Code.
"The final notification of all remaining test results from the Olympic Athlete from Russia (OAR) delegation has been received, " the IOC said in a statement on Wednesday.
"Our latest victory was a long time ago, and we have dreamt of winning the Games".
The decision was announced earlier on Wednesday by ROC president Alexander Zhukov on state television.
OAR members were also prohibited from accepting the national flag from the crowd, showing national symbols on social media, and singing the national anthem inside an Olympic venue.
The IOC had banned Russian athletes from competing under the country's flag during the 2018 Winter Games in South Korea because of allegations Russia ran a state-sponsored doping program during the last Winter Olympics, in Sochi in 2014.

Sergeeva, who failed to medal in the bobsleigh, tested positive in an out-of-competition test for the banned heart mediation trimetazidine.
"It should be clarified that the Russian Anti-Doping Agency (RUSADA) remains non-compliant with the World Anti-Doping Code as it has not yet met the necessary criteria of RUSADA's Roadmap to Compliance, following Russia's proven systemic manipulation of the doping control process", WADA said.
There was controversy after the OAR team beat Germany to win men's ice hockey gold on Sunday 25 February and then sang the Russian national anthem while the Olympic song was being played at the medal ceremony.
Global soccer's ruling body, FIFA, is also under pressure to probe allegations of doping among Russian soccer players, ahead of the 2018 World Cup that Russia will host in June. It was in our souls and heart.
