Warning for low-Sierra drivers as biggest storm since 2011 to hit hard
It follows criticism of Santa Barbara County officials that they did not adequately warn residents of the danger ahead of the January mudslides.
The areas included in the evacuation warning include: Goleta, Santa Barbara, Montecito, Summerland and Carpinteria.
An evacuation warning goes into effect Wednesday morning at 8:00 a.m. for areas of Santa Barbara County impacted by the recent wildfires.
That warning is being issued due to an approaching winter storm expected to arrive Thursday night and continue through Friday.
A rainstorm is expected to bring about a third to two-thirds of an inch of rain an hour, beginning on Thursday afternoon or evening, Santa Barbara County officials said in a statement. "Those with access and functional needs and those with large animals should leave".

As of Tuesday night, the National Weather Service forecast a storm hitting Santa Barbara County on Thursday night through Friday, with rainfall reaching rates of 1/3-inch to 2/3-inch per hour. If authorities order mandatory evacuations, residents must leave designated areas by 9 a.m. Thursday.
Schools will remain open until further notice. The county has created an interactive map that shows which neighborhoods are most at risk.
Right now we have a predicted storm, it is close to requiring an evacuation, but maybe it won't, " said Lewin. Those heavy rainfall amounts could generate mud and debris flows near the burn areas.
That includes departments all over the county - Santa Barbara, Montecito, Carpinteria/Summerland, Santa Maria, Lompoc and Vandenberg Air Force Base - and the higher staffing level will make more equipment and crews available, including a swift water rescue team and an urban search and rescue team, Zaniboni said.
It is critical that people in Santa Barbara County register to receive emergency alerts.
