Hemp has always been on the list of controlled substances because it's from the same plant species as marijuana, even though hemp has a negligible amount of THC.

It's now illegal to grow hemp without a permit because it's a member of the same species as cannabis. In Washington, the state approved a hemp production pilot program in 2016, and licensed the first industrial hemp farmers in 2017, but Inslee declined to include additional funding in his 2018 budget proposal, and fees collected from hemp farmers didn't offset the costs of running the program, so it ran out of money and is no longer processing applications.

While in his home state of Kentucky, McConnell announced he will introduce a bill to legalize hemp as an "agricultural commodity". The Hemp Farming Act of 2018, a bill co-sponsored by Sens.

McConnell has been an advocate of hemp cultivation for at least four years. Hemp fibers can be used to make rope, cloth and paper, while hemp oil can be used in cosmetics, food, paper and other products.

"Some challenges remain today between the federal government and farmers and producers in Kentucky", McConnell said at the event, suggesting he will continue to use legislative powers to stress the difference between "hemp and its illicit cousin".

As a Kentucky native, McConnell has always been an advocate of hemp as a cash crop.

"Back in the day when I was a kid growing up on the farm, tobacco was king, but not anymore", Furnish said. "Other than just a little bit, just for sentimental reasons".

McConnell said that there has been a better understanding recently that hemp is a "totally different" plant from marijuana. "It's now time to take the final step and make this a legal crop for every state that wants to file a plan with the US department of agriculture". So far, more than 30 states have authorized hemp research.
