MK Stalin, the Leader of Opposition and DMK Working President, said the Assembly members fully support the resolution.

The special sitting was being held a couple of hours after Deputy Chief Minister O Panneerselvam, who also holds the Finance portfolio, presented the Budget for 2018-19. "DMK is ready to do so", he said.

Earlier in the Assembly, the CM said though he was saddened by the SC order that had reduced the quantum of water allotted by the tribunal to Tamil Nadu, he said the State was discussing the next action.

A week after the SC verdict on the Cauvery water sharing row in February, a meeting of all political parties and farmers' associations in Tamil Nadu chose to meet Prime Minister Narendra Modi to urge constitution of the board.

Kerala and Puducherry are the other stakeholders. It was endorsed by DMK and its allies.

Agreements between the erstwhile Madras Presidency and the princely state of Mysore in 1892 and 1924 "clearly" underline Tamil Nadu's rights on the inter-state river but Karnataka "in violation" of the agreements had constructed various dams across the river in the 1960s and 1970s, he said.

Tamilnadu was allocated 192 tmcft of water in the final award of the Cauvery Water Disputes Tribunal.

Chennai: A special sitting of the Tamilnadu Assembly, to discuss the Cauvery row with Karnataka, began this evening.

Later, the resolution was adopted after Palaniswami requested the House to help unanimously pass it.

He also added: "Since four weeks have already lapsed without any positive outcome, the farmers and the people of Tamil Nadu who have been suffering for more than four decades, are deeply anguished". All political parties in the State should work together in "thought and deed" to assert the demand for the establishment of a management board and regulation committee for fair sharing of the river water.

"To implement the final award of the Cauvery Water Disputes Tribunal, the house urges the centre to constitute the board and committee as per court order with all powers", said the resolution.
