Career State Department employee Joseph Yun is formally retiring at the end of this week.
Another senior South Korean official said Yun had "run out of steam" amid tension between the White House, which has been carrying out its "maximum pressure" campaign against North Korea, and the State Department, which supported Seoul's efforts to re-engage Pyongyang.
Yun told CNN "it was completely my decision to retire at this time", but he declined to comment to Reuters when asked in an email why he was leaving.
Yun's departure comes just as North Korea signals it's ready to talk to the USA, but Nauert says it's wrong to read too much into this.
Chief Cabinet Secretary Yoshihide Suga on Monday indicated that Japan plans to consider imposing additional sanctions on North Korea.
"I think he had a clear preference for diplomatic solutions and that put him at odds with the dominant ideas of the administration's policy".

In the meantime, Washington will continue to advance the maximum pressure strategy, which involves crippling North Korea's economy and isolating it diplomatically to force it to the table for a serious discussion about denuclearization.
Most were deeply sceptical about his chances.
He also reportedly traveled to Pyongyang past year to secure the release of American prisoner Otto Warmbier, who would later pass away just days after returning to the U.S.
