DeVos characterized the administration's efforts as "a pragmatic plan to dramatically increase school safety".
"The president has been clear that he does support raising the age to 21 for certain firearms", Shah said during an appearance on ABC's This Week. But it doesn't include a proposal the president floated March 1 to raise the minimum legal age to buy semi-automatic weapons from 18 to 21, an idea the National Rifle Association vigorously opposes.
President Donald Trump has called for bold action to improve school safety after last month's Parkland shooting, but a set of proposals the White House formally plans to endorse on Monday leaves most authority for reform up to the states and for consideration by a new federal commission led by Secretary of Education Betsy Devos.
WASHINGTON The White House said Sunday that the federal government will help provide "rigorous firearms training" for qualified volunteer school personnel as part of a package of policy changes he will propose after the February 14 mass shooting at Parklands Marjory Stoneman Douglas High School.
Instead, the president backed away from the issue, assigning the question of whether age limits should be raised on some gun purchases to a new federal commission on school safety, chaired by education secretary Betsy DeVos.
"Arming teachers is an absolutely abhorrent response to school shootings - opposed by law enforcement, students, and educators alike", Senator Richard Blumenthal, a Democrat from CT, said in a statement. The White House has previously expressed support for both measures.
Trump's embrace of another commission appears at odds with comments he made Saturday night mocking their use, at least when it comes to fighting drug addiction.
"If you had a teacher who was adept at firearms, they could end the attack very quickly", he has said.
A senior administration official said on condition of anonymity Sunday that while there was no explicit deadline to implement the program, "we will see responses in under a year". Since nearly immediately after the Parkland shooting, the president has advocated arming some teachers as a solution to stopping future massacres.
"The administration will be working with states to provide rigorous firearms training to specifically qualified volunteer school personnel", Bremberg said.

For the last several months, Netanyahu has been the target of multiple corruption probes by the authorities. Netanyahu told reporters after meeting Trump last week that the issue had never come up between them.

But White House spokesman Raj Shah said earlier Sunday that Trump would not advocate "universal" background checks. Trump had several times endorsed increasing the minimum age for buying rifles or perhaps other guns from 18 to 21.
"A gun-free zone to a maniac - because they're all cowards - a gun-free zone is, let's go in and let's attack, because bullets aren't coming back at us, " Trump said during a February 22 listening session at the White House with teachers, students, and parents.
The White House has not proposed offering states new funding for this training.
No details were released on who would sit on the commission.
The bill, sponsored by Markey, would encourage states to adopt gun licensing standards similar to those in MA, according to a statement from the mayor's office. "Americans expecting real leadership to prevent gun violence will be disappointed and troubled by President Trump's unsafe retreat from his promise", said Avery Gardiner, the group's co-president. "Our students need more books, art and music programs, nurses and school counselors; they do not need more guns in their classrooms". Those proposals were not part of the package announced Sunday. Instead, he referred to a statement issued last month by Superintendent Tommy Chang in which he said arming teachers "is utterly illogical and will only result in making our students and teachers less safe".
The NRA has long argued for more armed security in U.S. schools.
The NRA remained firm, and filed a federal lawsuit on Friday challenging the legality of Florida's newly passed age restrictions on buying rifles and other long guns.
Lastly, the administration wants to better integrate mental health, primary care and family services programs, and the president has ordered a full audit and review of the Federal Bureau of Investigation tip line, he said. The bureau has been criticized for not following up on warnings about the suspect in the Parkland school shooting.
Among other measures, the Trump administration is urging states to pass temporary "risk protection orders", as Florida recently did, with technical assistance coming from Washington, said Andrew Bremberg, a presidential assistant who heads the Domestic Policy Council.
"No stone will be left unturned", Bremberg said.
