Boeing said the delivery date for the new planes will depend on how much testing the US Air Force wants to do.

United States President Donald Trump has struck a deal with Boeing for the development of two new Air Force One planes at 3.9 billion dollars, the White House said on Tuesday, adding the President asked for the planes to be ready by 2021.

The contract for two new highly-modified 747s will be fixed price, meaning Boeing will assume any extra costs of the replacement program, unless they are driven by changes to the jets' capabilities. Since the cost to complete the program was listed as "continuing", Aboulafia said it could be reasonable to expect costs near or a little higher than $4 billion.

He added, "Cancel order!"

The White House said that the contract will save taxpayers more than 1.4 billion dollars. That would put the original cost estimates at more than $5 billion.

A Boeing official said the agreement covers two aircraft, "including things unique to Air Force One such as a communications suite, internal and external stairs, large galleys and other equipment".

The current Air Force One planes began service in 1990 under former President George H.W. Bush.

In December 2016, Trump had complained about the USD4 billion-plus projected cost of building a new Air Force One plane. Boeing - and Trump - likely figure that when the plans are delivered in 2024 or 2025, everyone will have forgotten about all these petty details. Boeing sells military planes and NASA rockets to the USA government, and it relies on the Export-Import Bank to help finance the sale of commercial jets to airlines around the world. The company is a major defence contractor with about 26 billion dollars worth of sales from USA government contracts in 2015, which amounted to 27 percent of its annual revenue, Fox News reported.
