The construction of the first plant was announced at a ceremony held Monday in Dhafra region in Abu Dhabi and was attended by Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and President Moon Jae-in of South Korea.

The Korean official, who declined to be named due to briefing rules, was speaking after sources told Reuters last week the start-up had been pushed back to 2019 due to training delays.

The first of its four reactors, being built in the UAE's western desert near the Saudi border, is scheduled to come online this year, making it the first nuclear power plant on the Arabian Peninsula.

While meeting later with South Korean and UAE engineers and laborers at the plant, Moon said the Barakah reactors were important in that they were the first South Korean reactors in a foreign country, as well as the UAE's first nuclear reactors, but also because they have created new possibilities for the two countries.

KEPCO and Barakah One, itself a joint venture between ENEC and KEPCO, signed an agreement on Monday to cooperate and jointly enter third countries, the official said.

Adhering to the highest safety and quality standards, Enec and Kepco completed the Unit 1 construction in 69 months.

The unit 1 reactor will now complete operational readiness preparations to secure operating license approval from the Federal Authority for Nuclear Regulation (FANR).

In addition to Fanr's review process, Unit 1 and its operating team are undergoing a number of assessments by independent global nuclear energy experts from the worldwide Atomic Energy Agency (IAEA) and the World Association of Nuclear Operators (Wano).

Barakah Unit 1 is the first of four nuclear plants that the U.A.E., with about 6 percent of the world's proven oil reserves, plans to bring into operation by 2021, the Persian Gulf nation's Energy Minister Suhail Al Mazrouei said in September.

The $20-billion Barakah plant west of Abu Dhabi has been constructed by a consortium led by Korea Electric Power Corp in nine years.

The construction of the Barakah plant as a whole is now 86 percent complete. It's even more notable given the complete absence of any previous nuclear industry infrastructure within the UAE, thus proving a positive reference point for other nations considering the adoption of peaceful nuclear energy.
