The EFF has long held the view that land in South Africa should be expropriated without compensation, with the view that farm land in particular be nationalised and then leased out by the government.

The motion was brought by the radical Marxist Economic Freedom Fighters (EFF) party and was widely supported by the ruling African National Congress, which controls nearly two-thirds of the parliament.

The motion was supported by the ruling African National Congress (ANC) and the country's new president Cyril Ramaphosa, who championed the concept of land expropriation after taking over the office from Jacob Zuma on February.

Malema said the committee should consist of 11 members: six from the ANC, two from the DA, one from the EFF and two from small parties, to propose the future land tenure regime in the country. "Now is the time for justice".

The vote will now be studied by the nation's Constitutional Review Committee which must report back with its recommendation by August 30.

The motion was adopted following a vote where 241 MPs voted for the amended motion, with 83 MPs voting against it. "We must ensure that we restore the dignity of our people without compensating the criminals who stole our land".

"Visitors must behave. They must know that the land belongs to people of South Africa ... indigenous people of South Africa".

But he still maintained that it ought to be implemented in a way that would not jeopardise agricultural production and food security. "People were dispossessed of their land and their dignity by the discriminatory laws of the past, the painful past that can never be forgotten".

The amount of land owned by the government and racial groups who were disadvantaged under whites-only rule rose to 26.7 percent of South Africa's agricultural land in 2016, from 14.9 percent in 1994, according to a 2017 land audit by AgriSA.

This was the DA's stance, he said, despite Malema saying anyone opposed to the expropriation of land would be "the enemy of the people and would be dealt with". He also said that South Africans would not pay rent to the state for land, and that only corporates and foreign investors would pay rent.

Its deputy chief whip, Dorries Dlakude, said the party "recognises that the current policy instruments, including the willing-buyer willing-seller policy and other provisions of section 25 of the constitution may be hindering effective land reform".
