US challenges Indian export subsidies at WTO
The United States has requested dispute settlement consultations with the Government of India at the World Trade Organization (WTO) challenging Indian export subsidy programmes, including the Merchandise Exports from India Scheme (MEIS) and sector specific schemes like Special Economic Zones (SEZs); and Export Promotion Capital Goods (EPCG) Scheme.
"These export subsidy programs harm American workers by creating an uneven playing field on which they must compete", the statement further reads. It is not a solicitation to make any exchange in commodities, securities or other financial instruments.
United States has stepped up its attack on India's export friendly policies by alleging that the key programmes and incentives that India offers are creating an uneven playing field for U.S. companies and workers.
The United States trade representative claimed that at least half a dozen Indian programmes provide exemptions from some duties, taxes and fees to Indian exporters.

The office said India had expanded its export subsidy programs, doubling the number of products eligible under one program to 8,000 in the past three years.
The programs challenged include nearly the entire of India's trade policy including the Merchandise Exports from India Scheme; Export Oriented Units Scheme and sector specific schemes, including Electronics Hardware Technology Parks Scheme; Special Economic Zones; Export Promotion Capital Goods Scheme; and a duty-free imports programme for exporters. While the WTO had pointed out that India breached the benchmark in 2015, officials said, the eight-year transition period should be calculated from 2017, when the multilateral trade body pointed it out. The USTR alleged that despite the expiry of India's exemption in 2015, India has continued or even increased coverage of schemes like Merchandise Exports from India Scheme. India has already lost two cases in WTO including on poultry and solar sector.
"It is a huge concern for export sector and the industry feels that the so called export subsidies should be eliminated gradually", Federation of Indian Export Organisations (FIEO) Director General Ajay Sahai told PTI. However, India has been insisting that it conducts its trade policy in a non-discriminatory and transparent manner. This year, both imports from the U.S. and exports from India had increased. "In fact, India has increased the size and scope of these programs".
