Justice signed a 2 percent pay raise this year for teachers, service personnel and state police officers into law last week. It relies exclusively on Justice's administration arbitrarily increasing its revenue estimate by $58 million, to provide money for the higher salaries. It will cost an additional $58 million.
But last night, he increased that to $4.774 billion, to cover the 5-percent raise.
The task force that will look into fixing issues with PEIA will be formed at the end of regular session.

Senate President Mitch Carmichael says that this is a drastic change so late in the game that this will take a lot to sort out. "We must begin work tomorrow on finding a permanent fix to PEIA, which is, by far, the No. 1 concern of public employees and retirees".
Justice's office did not immediately return a request for comment.
House Majority Leader Daryl Cowles said they should be able to run the legislation within the current legislative session scheduled to end after next week.
