Two advisers also told the Post that when Trump tweeted "Build WALL through M!" earlier this week, the "M" was meant to stand for "military".

The president tweeted last weekend that the $1.3 billion spending bill he signed for the current year, and an agreement for defense funding for next year, has made the military "again rich".

Bob Maginnis, senior fellow for national security at the Family Research Council, says the President has limited authority to use the military on our southern border, such as an act of war. Trump recently wrote on Twitter.

Last year, Senate Democrats issued a report claiming that the proposed border wall would cost $70 billion to build and $150 million per year to maintain, counter to the Trump Homeland Security department's $21.6 billion estimate. Two advisers said that "M" stood for military.

The Pentagon has plenty of money, but reprogramming it for a wall would require votes in Congress that the president doesn't seem to have. Some senior aides told the Post that Trump thinks that because he pushed so hard for increased military spending (and $700 billion was the result), the Department of Defense may as well do him a solid for "national security" reasons.

A budget amendment to find funds for the border wall in the fiscal 2019 budget would require 60 votes in the Senate, which the White House would be unlikely to find.

Meanwhile, the president suggested the Pentagon pay for the estimated $25 billion wall.

The urgency to strike a deal reflected the growing sense that the spending bill represented the last chance for the Trump administration to secure substantial wall funding, at least in his first term. Republicans now hold a slim 51-49 seat majority.

Only $641 million is earmarked for new primary fencing in areas that now have no barriers, and the money can be spent only on "operationally effective designs" that were already deployed as of last May.
