The United Nations has asked donors for almost $3bn to help an estimated 13 million people who urgently need aid in war-ravaged Yemen.

Guterres said Saudi Arabia and UAE had donated $930 million for Yemen's humanitarian plan.

"Yemen is the world's worst humanitarian crisis", Mr Guterres said, calling the situation "catastrophic". "I urge all parties to engage with my new Special Envoy, Martin Griffiths, without delay", Guterres told the one-day conference.

The three-year war in the country, which was already the Arab world's poorest, has pushed it to the verge of starvation.

The Yemen war began in early 2015, when Houthi rebels - a minority Shia group from the north of the country - drove out the US-backed government, led by President Abdu Rabbu Mansour Hadi, and took over the capital, Sanaa.

As the conflict enters its fourth year, millions are without access to clean drinking water and the country is at high risk of a cholera epidemic, Guterre said at a donor conference in Geneva on Tuesday.

Saudi Arabia and its allies shut down the country's land, sea and air borders a year ago in response to a missile attack by the Houthis that was intercepted near Riyadh. The United Nations said that blockade raised the danger of mass starvation, and it was partially lifted.

But in practice, it has also cut the amount of desperately needed food, medicine and fuel getting into the country, according to aid groups.

Yemeni Foreign Minister Abdel-Malek al-Mekhlafi called for a return to the negotiating table and said that his government was working to open ports and airports to aid.

"But with worldwide support, we can and must prevent this country from becoming a long-term tragedy", he said.

"But we also ask Saudi Arabia, the United Arab Emirates, Iran - who are supporting opposing sides - and for that matter, the United Kingdom, the United States, who are earning enormous sums of money on arms sales to this conflict to push the parties to the table".
