Alberta Premier Rachel Notley's government introduced a law on Monday that would give the province power to unilaterally reduce exports of oil and natural gas.
That's one reason why the bill has a warm and fuzzy title, "Preserving Canada's Economic Prosperity Act", and not, say, the "Sticking It To British Columbia Act".
Notley acknowledged that Alberta's oil industry is "a bit nervous" about the legislation and said Energy Minister Marg McCuaig-Boyd has been speaking with companies leading up to its introduction.
"We think they are very unlikely to use this, given the analysis, and we think they know it, and it is a bill for political purposes only", Eby said in the legislature Tuesday during question period.
The bill aims to give the energy minister authority to intervene in the market, via direct licences to companies, to decide when and how certain oil and natural gas products are exported. Violators would face fines of up to $1 million a day for individuals and $10 million a day for corporations.
"This is about protecting the jobs and livelihoods of thousands of Albertans and our ability to keep Canada working", Notley said.
"We certainly accept the goal but we have to do our due diligence as the opposition to make sure the bill doesn't go farther than it needs to", said Kenney, obviously ready to duck and cover.
Before it is challenged, however, the law provides a key option to strategically inflate gasoline prices in B.C. without hurting Albertan oil producers.
It all comes as investor confidence continues to wane given all the uncertainty around the Trans Mountain Pipeline expansion. Now the pipeline transports both crude oil and refined fuels. This might also force Alberta to divert crude oil shipments to rail and truck to free up the pipeline for bitumen.

Canadian oil producers have been seeking access to markets outside of the US for years, but have seen multiple oil export pipeline projects - such as Enbridge Inc.'s Northern Gateway and TransCanada Corp.'s Energy East pipelines - be rejected or cancelled.

BC's Premier John Horgan left the meeting with Alberta Premier Notley and PM Trudeau still refusing to allow the pipeline expansion, refusing to respect the Canadian Constitution and refusing to acknowledge BC's responsibilities in Confederation.
"The larger issue is the crisis in confidence that investors can not rely on the rule of law in Canada for investment of their capital, especially if the government must resort to taking a financial position in the project to ensure it proceeds", Petroleum Services Association of Canada president Tom Whalen said in a release Monday.
At the same time, the stakes rose for pipeline protesters as prosecutors said charges would be upgraded from civil to criminal, and Grand Chief Stewart Phillip, president of the Union of BC Indian Chiefs, said in a statement that the pipeline will never be built.
Alberta and Prime Minister Justin Trudeau's government are discussing taking an equity stake in the pipeline to ensure it gets done.
Eby said he believed the Alberta legislation was meant to never be adopted, but if Alberta Premier Rachel Notley's government does pass the law, then B.C. will immediately launch court action.
