Brown said he secured federal funding for terms similar to those outlined in last week's proposed contract: The Guard can not handle custody duties for anyone accused of immigration violations, build border barriers or have anything to do with immigration enforcement.

The deal comes after a U.S. Defense Department official last week said the Democratic-run state had declined a request to commit troops to Republican President Donald Trump's effort to send up to 4,000 National Guard troops to help the Department of Homeland Security secure the border with Mexico in four southwestern U.S. states.

It hasn't been decided how many troops will be stationed at the border because many will be deployed to other parts of the state, including the coast, Brown's spokesman Evan Westrup said.

"Governor Jerry Brown announced he will deploy "up to 400 National Guard Troops" to do nothing", the president tweeted Thursday. "The crime rate in California is high enough, and the Federal Government will not be paying for Governor Brown's charade", Trump wrote on Twitter on Thursday.

Governors control the Guard troops in their states, but they are funded by the federal government.

"There's been a little bit of back and forth, as you always get with bureaucrats but I think we can find common understanding here", Brown said Tuesday in Washington.

About 1,000 troops are now stationed along the border.

California lawmakers have declared their state a "sanctuary" from the Trump administration's immigration crackdown, and the state's police and public officials are instructed to eschew contact with U.S. Immigration and Customs Enforcement agents. She said they were performing aerial surveillance and vehicle repairs.
