During his first term as the party chief, from 2015-18, Yechury was hobbled by a central committee where the majority of its members are aligned with the Karat camp.

General Secretary Sitaram Yechury on Friday firmed up his position in the party as it put aside differences over the "understanding" with the Congress. "They are meant to reduce the share of the States in overall tax devaluation, squeeze the fiscal space available to the states, impose unacceptable conditionality and privilege centrally sponsored programs over State programs", the resolution said. It was also supported by the party's central committee in January.

The usually doctrinaire party chose to correct the majority line in the central committee after delegates from at least 16 states, including Bengal and Punjab, made a forceful demand for a secret vote on Clause 2.115 in the DPR.

There is no provision for secret voting on the DPR.

The party arrived at a consensus on Friday and took a middle path by omitting the word "understanding", giving enough leeway to work with the Congress and allowing the State units to develop electoral strategies according to the prevailing political situation in the State. This does not foreclose the option of an electoral understanding, which is what the Bengal unit and Yechury have been arguing for over the past eight months.

In 2015, it was more a personal battle for Yechury to become the general secretary of the party.

In another resolution passed by the CPIM party Congress, the party noted the growing discontent among the working class and other sections of the toiling people including the peasants and agriculture worker against the policies of the BJP led government at the center.

Party insiders say that generally, all voting is held by show of hands.

The party expressed its deep concern about the anti federal and anti democratic underpinnings of the Terms of Reference of the 15ht Finance Commission and demanded the review of the same.

Ashok Dhawale, the CPM's face in Maharashtra and the brain behind the "Long March" by the farmers this year, is expected to be elevated to the politburo, as a reward for his organising skills. Every delegate has the right to press for an amendment. His amendment was that the CPM's priority should be to fight the BJP and not expend so much of energy on its relationship with the Congress.
