Several ministers in Netanyahu's Cabinet said they opposed the accord, adding that Netanyahu's office had not told them about it before the agreement was announced.

According to the agreement, the United Nations High Commissioner for Refugees will work to find homes in Western countries for at least 16,250 of the asylum seekers in Israel, while Israel will agree to give permanent status to the remainder - estimated at around 18,000.

By Monday night, however, Netanyahu had walked back the announcement, saying on Facebook that the deal would be put on hold until further review.

According to the agreement, about 16,250 of about 37,000 African migrants, a lot of them from Eritrea and Sudan, would be relocated to Western nations while others would be allowed to stay in Israel.

The migrants say they are asylum-seekers fleeing danger and persecution, while Israeli leaders have claimed they are merely job seekers. It said the new framework will include a development and rehabilitation plan for southern Tel Aviv.

Israel's Population, Immigration and Border Authority estimates that there were roughly 26,600 Eritreans and 7,600 Sudanese in Israel at the end of 2017.

A spokesman for Immigration Minister Ahmed Hussen said Canada is now focusing its efforts on clearing the backlog of Eritrean and Sudanese refugees in Israel who are already expected to be resettled here through the private sponsorship program.

A previous plan already underway for a mass deportation of some 20,000 migrants to Rwanda had led to legal challenges in Israel, drew criticism overseas and triggered an emotional public debate among Israelis. After those options failed, it announced plans to begin deporting them to an unidentified African country - believed to be Rwanda or Uganda - on April 1.

Beuze said the number of these migrants potentially coming to Canada on top of what the government has previously committed, has yet to be determined.

In February, about 20,000 male migrants were handed notices that said they had two months or leave the country or risk facing prison time.

The plan, initially approved by the Israeli cabinet in November, has drawn concerns from the United Nations refugee agency, which called it incoherent and unsafe.

Advocacy groups working on behalf of the migrants had challenged the deportation plans in Israel's high court, securing a temporary freeze on the plan on March 15. The border has since been strengthened, all but ending illegal crossings. A fence Israel has built over the past few years along the frontier has largely stemmed the flow.
