The explosion is understood to have caused a fire at the refinery, which could be seen from miles away.
Fire crews contained the fire before 6:30 p.m. and are keeping an eye on the situation.
A spokesman for Texas City said there there were no reported injuries following the blast.

No shelter in place was necessary and there was no danger to the public, according to Texas City Emergency Management.
There have been reports of an explosion at a Valero refinery outside of Houston.
