OPCW Director-General Ahmet Üzümcü said the United Nations Department of Safety and Security (UNDSS) had made a decision to carry out reconnaissance at two sites in the town of Douma before the inspectors would visit them.
One source told Reuters the advance team had "encountered a security issue" during the visit to Douma, including gunfire which led to the delay.
Syria and Russian Federation have denied any responsibility for the attack.
Syrian state media say rebels in a town northeast of Damascus are handing over their weapons as part of an agreement reached with the Syrian government.
A report on SANA that Syrian air defences had shot down missiles over Homs province overnight raised fears, but the agency later retracted the report.

The alleged attack prompted coordinated strikes from the U.S, Britain and France at Syria in retaliation.
Western states have accused the Syrian government of an April 7 chemical attack in Douma, near Damascus, where the World Health Organization said 43 people who died suffered "symptoms consistent with exposure to highly toxic chemicals".
Inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) travelled to Syria last week to inspect the site, but have yet to gain access to Douma, which is now under government control after the rebels withdrew.

As his speech came to a close, the first reports of explosions in Damascus began to emerge.

Russia's military said yesterday it had uncovered a chemical weapons stockpile left behind by the rebels in Douma. The UN-mandated Independent International Commission on Syria has documented more than 30 chemical attacks in Syria between 2013 and the end of 2017 - and says at least 25 of them were carried out by the Syrian military.
