"At present there are quite simply too many pizza boxes, plastic bags, burger wrappers and other items not fit for recycling", Cr Antoniolli said in an open letter to the people of Ipswich. "This is a complex series of issues which includes waste contamination, cost, and a vision to the future for our city".
"People are reading about it, they're learning about it, and they have a lack of faith in how recycling is going to be handled", he said.
"Australia needs a long term national solution to recycling".
Local Government Association of Queensland, the privately owned body that lobbies on behalf of Queensland councils, boss Greg Hallam suggested the cash be put towards the construction of "five or six state-of-the-art zero waste, waste-to energy plants in Queensland".
