Four out of ten loot boxes in video games were found to be violating the Dutch Betting and Gaming Act (Wet op de kansspelen), the local gambling authority, Kansspelautoriteit, said in a report on the matter. Of those investigated, four were found to have items which were received randomly and could be traded for an established value, a distinction that can also be found in the games and systems within the gambling world. "Players can earn money if they get a rare item".

As a result, these games violate the rules of chance per the gaming commission (thanks, Stolkie1971).

The enormous loot box controversy sparked by Star Wars: Battlefront II past year has already made ripples throughout the gaming industry. It's now giving game publishers until June 20 to comply with the law or they could face "enforcement action".
