It appears the controversial Child Victims Act will not be included in the New York State Budget
Hours after the Legislature approved the state's new $168 billion budget, Gov. Cuomo celebrated by hosting his annual Easter open house at the Executive Mansion with longtime girlfriend Sandra Lee.

On taxes, the budget contains changes meant to soften the blow of the new federal tax code, which will raise tax liabilities for many New Yorkers.
Opioid manufacturers and distributors will pay a fee expected to raise some $100 million annually for efforts to combat addition.

Among the omitted proposals was the "Child Victims Act", which would have extended the statute of limitations for bringing claims about past sexual abuse.
The budget includes victories for both parties.
Numerous tax hikes proposed by Cuomo in his January budget address as "revenue raisers" were rejected by Senate Republicans, but a tax on opioid manufacturers was included.
Lawmakers also inserted language to create a commission to examine whether members of the Senate and Assembly deserve a pay raise.
The budget creates a uniform policy for employees of state and local governments, as well as state contractors and freelancers. Under Cuomo's plan, the state would offer tax credits to individuals who make charitable contributions to public education or health care programs. Salaries would be adjusted accordingly.
NYC TOLLS: In an effort to address traffic congestion and raise money for mass transit, the state will impose surcharges of $2.50 on taxi rides south of 96th Street in Manhattan. Cuomo said the policy is the first of its kind in the nation, and a powerful response to the recent national attention on sexual misconduct in the workplace. Negotiations were held behind closed doors, the bills were rushed to the floor and final votes were held in the middle of the night.
