Attempts by chemical weapons experts to enter Syria's Douma to examine the site of a suspected gas attack appear to be at a standstill.
There were no injuries reported, but Uzumcu said that "at present, we do not know when the (fact-finding mission) team can be deployed to Douma".
He added the sites the team wants to visit were under the control of the Russian military police.
Russia's U.N. Ambassador Vassily Nebenzia said Tuesday that airstrikes on Syrian chemical sites on April 7 by the U.S., Britain and France had set back political negotiations to end the even-year conflict.
Gunmen shot at the United Nations team in Douma on Tuesday and detonated an explosive, leading it to return to Damascus, said the head of the worldwide chemical weapons watchdog, Ahmet Uzumcu.
During a visit to one site, a large crowd gathered and the security team left, Uzumcu said.
US Defense Secretary Jim Mattis blamed the Syrian government for the delay in the inspectors reaching the suspected chemical attacks, alleging that Syria has a history of trying to "clean up the evidence before the investigation team gets in".
This has led to accusations by the United States that the Syrian government and Russian Federation are trying to cover up any evidence of chemical weapon use - a charge they deny.

The U.S. -led intervention has threatened to escalate confrontation between the West and Assad's backer Russian Federation, although it has had no impact on the fighting on the ground, in which pro-government forces have pressed on with a campaign to crush the rebellion.
The attack, which killed more than 40 people and left hundreds wounded, was part of a government assault for control of eastern Ghouta, a collection of suburbs on the capital's eastern flank that had been in rebel hands since 2012.
Nine members of the OPCW team arrived in Damascus on Saturday. One week on and that evidence may be hard to trace.
A United Nations security team "on arrival at Site 1" were met by a large crowd and they were advised to withdraw, Uzumcu said.
"It was a message from the people", said the official. Christopher Gunness, a spokesman for the United Nations Relief and Works Agency (UNRWA) which looks after the refugees said it was deeply concerned for their safety.
Diplomacy this week has focused on accusations that Assad's forces used chemical weapons use in Douma, the last town to hold out against the government advance in eastern Ghouta.
The OPCW said the team will continue to work with Syria's National Authority, local councils in Douma and Russian Military Police to review the security situation. The Civil Defense no longer has a presence in Douma after being evacuated to rebel-held areas of northern Syria when the government took over the town. Its job is to determine whether a chemical weapons attack occurred; it can not assign blame.
