Southwest Airlines opposed a recommendation to inspect its fan blades after a 2016 accident in which one snapped off mid-flight, just like during the engine failure this week that killed a passenger.
A photo taken by Southwest Airline passenger Marty Martinez, from flight 1380 which suffered a major engine failure, has sparked scrutiny relating to how an oxygen mask is properly worn.
Investigators will focus on whether the fan blade broke off at cruising speed - about 500 miles per hour - and started an "uncontained" engine failure that sent debris flying like shrapnel into the plane, where it broke a window.
Seven people were treated for minor injuries following the emergency landing, while one woman died as she was almost sucked out of the broken window. Part of a fan blade had separated from the engine, and inspectors found evidence of a crack in the fan blade, which they said was consistent with metal fatigue.
That incident led manufacturer CFM International, a joint venture of General Electric Co. and France's Safran SA, to recommend in June 2017 that airlines conduct ultrasonic inspections of fan blades on many Boeing 737s. United Airlines executives said Wednesday that they had begun inspecting some of their planes.
Last year, the engine maker and the Federal Aviation Administration instructed airlines to make ultrasonic inspections of the fan blades of engines like those in Tuesday's accident.
It is unclear how many planes will be affected by the FAA order.

Fellow passengers pulled the passenger - identified as Jennifer Riordan, 43 - back in, but she later died of her injuries. The National Transportation Safety Board said an engine fan blade on Flight 1380 suffered metal fatigue before breaking.
Late yesterday, Southwest Airlines Chairman and CEO Gary Kelly explained the airline's maintenance procedures in a 59-second video posted to Twitter.
The National Transportation Safety Board (NTSB) was finishing up its initial examination into the engine failure - but many questions remained unanswered.
Bank executive Jennifer Riordan, who was in a window seat in Row 14 and was wearing a seat belt, was sucked partway through the gaping hole in the cabin and later died from her injuries.
In a tweeted statement, the FAA said, "The FAA will issue an Airworthiness Directive (AD) within the next two weeks that will require inspections of certain CMF56-7B engines".
Investigators are still probing what caused the explosion and the plane had been tested for safety just three days before the catastrophe.
"She has nerves of steel, that lady", one passenger said.

"Any blades that fail the inspection will have to be replaced". It was the first passenger fatality in a USA airline accident since 2009, Sumwalt said. Engines are typically removed for work during a D check.
