Risks of 'European Civil War' over political values, says Macron

Addressing the European Parliament in Strasbourg on Tuesday, French President Emmanuel Macron said the strikes aimed to defend "the honour of the global community" in the face of Syria's suspected violation of the UN Chemical Weapons Convention.

He said that selfishness must be stopped as there was a risk of a European "civil war".

However, he warned Macron that "Europe can not be just France and Germany", in reference to the prominence self-awarded by these two nations in the drive to reform the European Union, mainly in the context of the crisis caused by the exit from United Kingdom.

"Three countries have intervened, and let me be quite frank, quite honest - this is for the honour of the global community", Macron said in an impassioned defence to the European Parliament. Macron's speech was part of a charm offensive ahead of European Parliament elections in May 2019, the first after Britain's exit from the 28-member bloc. "This kind of debate always gives an advantage to emotion", said Thomas Gomart, director of foreign relations institute Ifri.

The French President has urged Europeans to defend their model of liberal democracy in the face of rising autocratic regimes around the world.

Mr Macron, 40, said he and Mr Trump "talk on the phone on a regular basis" and that he appreciates his frankness.

"In the face of authoritarianism, the response is not authoritarian democracy but the authority of democracy", Macron said, in a clear reference to the newly re-elected Hungarian Prime Minister Viktor Orban and to Poland's ruling party.

Any reforms have to be "in the European and in the German interest", CDU secretary-general Annegret Kramp-Karrenbauer told reporters.

This was decided after an evening meeting in Elysee Palace between President Emmanuel Macron and representatives of non-governmental organizations.

Another vote is scheduled in the Senate, the upper house of parliament, in May before the process of parliamentary approval is completed, which should now happen by early July at the very latest, a transport ministry official said.
