Schumer, the Senate's top Democrat, has crafted a broad outline for a bill that includes "removing marijuana from the list of scheduled substances", and boosting minority- and women-owned marijuana businesses, according to a copy of the outline Schumer's office shared with BuzzFeed News.

Matt House, Schumer's communications director, said in a tweet that the Senator will unveil the bill on Friday - 4/20, a day that has become a celebration of marijuana.

Cuomo's announcement however was suspiciously timed - just one day prior, his gubernatorial rival, Cynthia Nixon, announced she wanted to legalize marijuana in NY on the grounds that the current laws unfairly punished minorities. "Ultimately it's the right thing to do".

Schumer told Vice News that the legislation will be released within the next week.

"If smoking marijuana doesn't hurt anybody else, why shouldn't we allow people to do it and not make it criminal?" he said.

Previous efforts to expand an existing appropriations rider protecting state-licensed medical-marijuana operations failed. "The best thing to do is let each state decide on its own". But Schumer said legalizing pot wasn't about politics.

In New York, Schumer's home state, the actress Cynthia Nixon is running an insurgent primary campaign against Gov. Andrew Cuomo, the incumbent, based in part on her support for legalizing marijuana.

"I'm doing it because I think it's the right thing to do".

"I've seen too many people's lives ruined because they had served time in jail much too long", Schumer said in an interview with Vice News Tonight. "But that's not my motivation".

Schumer told the outlet he has never smoked weed, but left the door open. "Maybe, I'm a little old, but who knows?"
