White House spokeswoman Lindsay Walters is telling The Associated Press that Shulkin had resigned from his job when President Donald Trump abruptly announced via Twitter last Wednesday that he was nominating White House doctor Ronny Jackson to replace him.
The Hill emailed the White House on Sunday to clarify the apparent discrepancy.
"I came to run the Department of Veterans Affairs because I'm committed to veterans, and I'm committed to fighting for them, and I would not resign, because I'm committed to making sure this job was seen through to the very end", he said. "I did not resign".

The news that Shulkin did not resign could have political implications. Trump is seeking to bypass Shulkin's deputy and appoint defense department official Robert Wilkie to lead the VA while his personal physician, Dr Ronny Jackson, goes through the confirmation process. The move could open up the possibility of Wilkie's authority being legally challenged.
Instead, Shulkin praised Jackson's values.
Shulkin was the subject of an inspector general's investigation in February, which found he committed ethics violations on a trip to Europe last summer.

Airbnb says that its local entity for China already stores the data and would just share it with authorities upon request. It said the only change was that it would now be proactively sharing that data with authorities once bookings were made.
"I've been really clear: Everything that I did was done properly, it was pre-approved by our ethics team", Shulkin said.
Shulkin also dismissed Trump's claim that he had fired Shulkin due to his lack of progress in speeding up wait times for veterans.
"Look, this is the President's call, and I respect his decision", he said.
"The president is committed to improving the care for veterans", Shulkin said.
Sanders, a member of the Senate Veterans Affairs Committee, said he opposed privatization and would oppose a nominee who would not "strengthen" the VA. CNN has reached out to Americans for Prosperity, the advocacy group backed by the Koch brothers, for comment.
Shulkin said he has no issues with differences in opinion at the department, but was bothered by Trump appointees allegedly using "subversive" tactics to get their way and pressuring leadership when they felt their policy goals were not being met quickly enough.
"I do think the way that the political appointees have behaved and the ways that they've tried to undermine our progress has made it a hard environment", he told CNN on Sunday.
