Elon Musk to bypass environmental review for test tunnels in L.A

But he did say the balloon would likely be a low mass object that's capable of retaining its shape "across all mach regimes". Musk may be talking about a ballute, an inflatable parachute-like device that could look like a huge balloon.
NASA has been researching "inflatable entry systems" in space missions for some time now.
As of 2018, SpaceX estimates a cost of $62 million (£43m) to launch Falcon 9 and $90 million (£63) to launch Falcon Heavy. Previously aired only on SpaceX rocket launches from the Earth's surface that is not prohibited by the act.
The funding comes about five months after Musk said the Boring Company would compete to fund, build and operate a "loop" to connect downtown Chicago with O'Hare Airport.

The funds came mostly from Musk's own wallet, with the remainder coming from early employees, the company confirmed to PitchBook.
