In what can only be described as a retaliatory measure, the Republican-led Tennessee House voted Tuesday for a last minute amendment to a budget resolution that stripped the city of Memphis of $250,000 that was earmarked for its bicentennial celebration.
The move reportedly came in response to the city's decision to remove two confederate statues past year from a city park - one of Confederate President Jefferson Davis and another of Confederate general and Ku Klux Klan leader Nathan Bedford Forrest.
The amendment passed with a $37.5 million budget.
The Tennessee House has passed a $37.5 billion state budget, but not before making a change meant to punish the City of Memphis. The city also removed a bust of a Confederate soldier after it sold the land to a nonprofit.
Now, the city is being punished by the state legislature.
Ahead of the city's 200th anniversary in May 2019, Memphis government officials have been working on a plan that Mayor Jim Strickland (D) calls "Memphis 3.0".

Germany's Merkel to visit Trump later this month
Putin's remarks came during a phone call with the German Chancellor Angela Merkel, according to the Kremlin. Trump will host Merkel on April 27.
But Republican Rep. Andy Holt supported the initiative, arguing that "bad actions" have "bad consequences".
Not every House member is here for the budget cut decision, however.
"The amendment and the explanation is hateful", Akbari said before the vote. "Memphis is a city in this state, and I am sick of people in this House acting like it's not".
The Associated Press reports that State Rep. Antonio Parkinson, an African-American, called the tactic "vile and racist" before apparently being greeted with boos from his fellow legislators.
"You're going to choose to honor that person here on this floor today and hold it against a city", Mitchell said.
Parkinson went on to express how fed up he was regarding how much lawmakers revered General Forrest, a slave owner, slave trader and first leader of the Ku Klux Klan, "as if he was God, as if he was an idol".
