Calling Standards 'Too High,' EPA Moves to Relax Car Pollution Rules
EPA Administrator Scott Pruitt, in announcing his long-awaited decision on automobile standards, signaled he might challenge California's long-established authority to set stricter standards than the US government on air pollution.
At the heart of the matter is whether California-and 13 states that follow its lead-can set tougher vehicle emissions standards than the national requirements.
The Trump administration on Monday launched an effort to weaken Obama-era greenhouse gas and fuel economy standards for automobiles, moving to reverse one of the single biggest steps any government has taken to rein in emissions of earth-warming gases.
The rules set in 2012, known as the Corporate Average Fuel Economy or CAFE standards, sought to reduce pollutants released into the air by gradually increasing fuel efficiency across all models offered by manufacturers to 54.5 miles per gallon (4.32 liters per 100 kilometers) compared to 35.5 miles per gallon in 2016.
Any change is likely to set up a lengthy legal showdown with California, which has the power to set its own pollution and gas mileage standards and doesn't want them to change.
"We support increasing clean auto standards through 2025 and are not asking for a rollback", said Bill Ford, executive chairman of the Ford Motor Company, and Jim Hackett, the company's CEO, in a blog post last week.

Talks between the EPA and California over the past several months did not produce agreement on a national standard, but those meetings could have been just a "door opening" for further discussions, she said.
Pruitt hinted Monday that California will need to come aboard the federal standard at the level set by the Trump administration.
A dozen states, including NY, have adopted California's standard.
That sets up a fight with the Golden State, which now sets its own vehicle emissions rules and has argued for stringent regulations. "Anything that falls short of a National Program with an aligned set of standards will fail to provide the long-term planning certainty suppliers need".
"Cooperative federalism doesn't mean that one state can dictate standards for the rest of the country", he said in a statement. Health and Human Services Secretary Tom Price resigned in September after spending $400,000 in taxpayer funds on chartered flights, the EPA's inspector general is questioning Pruitt's travel, and the inspector general for the Veterans Affairs Department raised serious questions about deposed VA Secretary David Shulkin's $122,334 taxpayer-funded trip to Europe last July.
The EPA said it was reviewing California's waiver as well.
