The U.S. State Department has accused the Syrian government and its ally Russian Federation of trying to cover up the alleged April 7 attack.
Asked when the United Nations security team would make another visit, he said, "as soon as practicable".
"At present, we do not know when the team can be deployed to Douma", Uzumcu added in a statement.
Britain's ambassador to the OPCW Peter Wilson said it was now unclear when the inspectors would be able to reach it.
This should allow the fact-finding mission to deploy to those locations "at the earliest possible time and based on lessons learned during the advance security visit". The Syrian military would then enter the town. In fact, the OPCW said it was working closely with Russian Military Police to review the security situation in Douma.
Journalists visiting Douma on a government-organized tour Monday did not report any security threats.
With 11 days now having passed, concerns are growing that evidence could fall prey to tampering or be otherwise compromised.
The residents differed on who was responsible for the attack, with some accusing the government and others accusing the rebel group that had been in control of Douma at the time, the Army of Islam. The government said the Civil Defense is a terrorist organization. Russian Federation has denied a chemical attack took place at all, saying it was faked.

The conclusion contrasts with the Trump administration's assertion that the strikes on Saturday hit at the heart of Assad's chemical weapons programme, language suggesting that Assad's ability to stage more attacks had been dealt a devastating blow. The U.N. -mandated Independent International Commission on Syria has documented more than 30 chemical attacks in Syria between 2013 and the end of 2017 - and says at least 25 of them were carried out by the Syrian military.
That makes crippling a chlorine capability through military strikes far more hard than, say, more sophisticated chemical or biological warfare agents.
Meanwhile, Syrian state media reported that rebels in a town northeast of Damascus were surrendering their weapons as part of an agreement to hand over control to the Syrian government.
