She also used her speech to justify why the United Kingdom government thought the Syrian government was responsible for the suspected chemical attack in Douma and said that Russian Federation would veto any military intervention by the United Kingdom if it went through diplomatic channels.

Haley said the joint military strike "put a heavy blow into their chemical weapons program, setting them back years" and reiterated that if Assad uses poison gas again, "the United States is locked and loaded".

Moscow also condemned the Western states for refusing to wait for the findings of the Organisation for the Prohibition of Chemical Weapons (OPCW) inspection team on the alleged attack before launching the strikes.

Asked whether the team was specifically targeted, Wilson said, "I can't answer that question".

But "strangers entered as we were in a state of chaos and spread a rumour among people there had been a chemical attack, and people became alarmed".

The United States, Britain, and France say the Syrian government was behind the attack, and launched a wave of missiles targeting Syrian military installations on Saturday as punishment. "We couldn't breathe, it smelled like chlorine".

In response, the opposition's Syrian Civil Defense, whose first responders were operating in Douma on the night of the alleged attack, gave the chemical weapons watchdog the locations of victims' graves so it could salvage evidence, the group's chief, Raed Saleh, told the AP.

The AP visited a two-room underground shelter where Khaled Mahmoud Nuseir said 47 people were killed, including his pregnant wife and two daughters, 18-month-old Qamar and 2 1/2-year-old Nour.

At a meeting on Monday attended by Syrian Finance Minister Maamoun Hamdan, several local bankers and a number of Douma dignitaries, Hamdan promised that services would start improving in coming weeks and mobile bakeries would be deployed in neighborhoods to sell bread, the country's main staple, at cost.

This is something that U.K. Prime Minister Theresa May needs to be asked to explain, particularly as Russian Federation is demanding to know why the Swiss Spiez lab's report on the Skripal poisoning has not been released.

The US envoy to the OPCW, Kenneth Ward, said on Monday he was concerned Russian Federation may have "tampered with" the site of the Douma attack. He said any use of chemical weapons is in complete disregard of humanity, and is reprehensible and contrary to the provisions of the Chemical Weapons Convention as well as accepted worldwide norms.

The inspectors met Syrian Deputy Foreign Minister Faisal Mekdad in the presence of Russian officers and a senior Syrian security official in Damascus for about three hours Sunday. It will do nothing to weaken the grip of Bashar al-Assad who, backed by Russian Federation and Iran, has consolidated his hold on much of Syria. "They are frantically looking for some justification if their claims that served as the reason for the strike don't receive confirmation".

Britain's Prime Minister Theresa May attends a press conference in 10 Downing Street in London on Saturday. "We have not denied the team any request for it to go to Douma". Syria poses no threat to the USA or its allies.

She told MPs that Britain had "acted because it is in our national interest to do so", saying the United Kingdom had to "uphold and defend the global consensus that these weapons should not be used".

Russian President Vladimir Putin on Sunday warned that if the strikes continue, "it will inevitably entail chaos in global relations".

The Labour leader, Jeremy Corbyn, said the strikes were "legally questionable" and called for a renewed diplomatic effort by the United Kingdom government and its allies, insisting along with some other party leaders that parliament should have been given a chance to approve the action. He spoke in an interview with Turkey's NTV television.
