Most phones now require a SIM card to work with a particular carrier, but eSIM, the report noted, would make it possible for people to switch carriers without buying a new SIM card. Other companies have since voiced similar concerns, the report said.
"A customer that owns a device that can be readily switched from carrier to carrier without even having to bring it in to the store, that's a world that would have much higher churn and lower profitability [for the carriers]", he said. "Nothing more." AT&T and GSMA declined to comment. The technology would make it easier for people to use local carriers when traveling internationally and would free up storage space in devices to use for other technologies like bigger processors and batteries.
The G.S.M.A., a mobile industry standards-setting group, is also part of the investigation, according to the NY Times.
The New York Times reported Friday that the Justice Department had opened an antitrust probe into coordination between AT&T, Verizon and GSMA to restrict eSIM, a technology that allows customers to switch carriers without needing to get a new, tiny SIM card. In a statement, a Verizon spokesman said that this is all about "a difference of opinion with a couple of phone equipment manufacturers regarding the development of eSIM standards".

The issue appears to centre on the ability of the incumbent telephone provider to influence whether a phone being switched to a new provider will be recognised by the new network, said Harold Feld, senior vice president at the policy group, Public Knowledge. AT&T and Time Warner have strongly disputed the claims in a federal trial that is expected to end this month.
News of the investigation comes as AT&T is already fighting the Justice Department in court over its blockbuster deal to acquire Time Warner, the parent company of CNN.
