E-way bill must for inter-State movement of goods from April 1

Nationwide electronic or e-way bill system for inter-state movement of goods has been rolled out today, with GSTN officials saying that the platform is working smoothly. These includes proposals which were announced in the Budget 2018 by the Union Finance Minister Arun Jaitley for this financial year, introduction of e-way (electronic way) bill system under GST (Goods and Services Tax) for inter-state movement of goods and State Bank of India's new charges for non-maintenance of minimum balance.

A total of 10,96,905 taxpayers have registered on e-way bill portal till date.

From today, businesses and transporters have to produce before a GST inspector e-way bill for moving goods worth over Rs 50,000 from one state to another.

On reaching City Y, transporter A will assign the said e-way bill to the transporter B. Thereafter, transporter B can update the details of Part B of Form GST EWB-01. States like Karnataka, Maharashtra and Gujarat are expected to make e-way bills compulsory for goods movement within their states from 15 April, followed by others in the next phase.

Public conveyance has also been included as a mode of transport and the responsibility of generating an e-way bill in case of movement of goods by public transport would be that of the consignor or consignee.

An Eggcellent Easter Forecast
There is still the chance of rain, but this will be interspersed with sunny spells and cloud across large parts of the UK. The latest recorded major snowfall, meaning four inches or more, happened on the April Fools' Day Storm in 1924.

"No major hiccups on the first day of the relaunch of the inter-state e-way bill system. However, it would be important to watch how the portal functions for few more days to be absolutely sure", EY Partner Abhishek Jain said.

After the slide in GST revenues, the government had pushed for an early rollout of the e-way bill system as an anti-evasion measure from February 1 though it could not go through as the online system for it crashed on the first day of the rollout, forcing the government to continue only with the trial run for trade and transporters.

However, its implementation was put on hold after the system developed glitches in generating permits.

"The number of e-way bills that need to be generated may be much higher than 75 lakh".

This compares to 1.05 crore registered businesses under the GST and about 70 lakh filing monthly returns.
