Rhode Island Recognized as Leader in Early Childhood Education
The National Institute for Early Education Research at Rutgers University, in its 2017 State of Preschool Yearbook, says New Mexico is meeting nine out of 10 benchmarks for providing high-quality prekindergarten and, for the second year in a row, ranks 20th in the nation for how much it spends per preschool student.
Governor Gina Raimondo commended the efforts of Rhode Island's preschool programs. It is possible to expand enrollment quickly while maintaining quality, he said, pointing to Alabama and New York City as recent examples.
"NIEER's endorsement of the state's voluntary First Class Pre-K program is another sign that the investments state leaders have made in early childhood education will have a strong return", said Allison Muhlendorf, the executive director of the Alabama School Readiness Alliance. "I'm grateful to all of the educators and policymakers whose support continues to position our state as a national leader".
The number of American children enrolled in publicly funded preschools is growing-but states are spending less per child than they were 15 years ago, and the Trump Administration hopes to slash federal funding aimed at getting more disadvantaged kids into preschool. These days, 16 states serve more than a third of their four-year-olds, up from just three states (plus DC) in 2002. "I am so proud of the high-quality programs we have grown in our state, but still too few students have access", said Ken Wagner, Commissioner of Elementary and Secondary Education.
"This is another victory for early childhood education in Rhode Island", said Barbara Cottam, Chair of the Rhode Island Board of Education.

The state's per-student funding on preschool dropped from $5,233 to $5,040, the report says, but remains higher than the national average of $5,005. According to the report, more than 1.5 million three- and four-year-olds attend state-sponsored pre-K programs in 43 states, the District of Columbia and Guam. In 2014, it received a federal preschool grant from the U.S. Department of Education. In 2002, the state spent almost $5,000 per child and more than $6,500 in 2017.
Officials said the report shows IL is moving in the right direction, "after years of neglect". This year, in addition to the organization's usual look at state preschool spending, enrollment, and quality, the report includes a section on how states are serving English learners.
Colorado's state-funded preschool program, called the the Colorado Preschool Program, provides half-day preschool to 3- and 4-year-olds who come from low-income families, have parents who didn't finish high school, or other risk factors.
