Signal began to sidestep this by disguising traffic from its app as connected to Souq.com, Amazon's Arabic e-commerce platform.
But Amazon had a problem with that and warned them that they would suspend their use of CloudFront if they "use third party domains without their permission to masquerade as that third party". In an apparently unique interpretation of United States sanction law, Google does not allow any requests from Iran to be processed by Google App Engine. Thus, if a country wanted to block Signal messages, it would have to block significant portions of Google's infrastructure. However, when Google realised this was happening, it opted to make internal changes that would shut down domain fronting entirely.
With Google no longer an option, we made a decision to look for popular domains in censored regions that were on CloudFront instead. Amazon and Google both have an opportunity to explain to their customers why they are taking a principled stance against censorship.
Marlinspike denied that Signal breached AWS' service terms. With Google's services no longer available, Signal chose to switch to AWS for its domain fronting needs, which got picked up by Amazon through public posts.
Marlinspike wrote, "With Google Cloud and AWS out of the picture, it seems that domain-fronting as a censorship circumvention technique is now largely non-viable in the countries where Signal had enabled this feature".

In response to AWS's accusation, Marlinspike said Signal isn't impersonating anybody: "Although our interpretation is ultimately not the one that matters, we don't believe that we are violating the terms they describe: Our CloudFront distribution isn't using the SSL certificate of any domain but our own", and "We aren't falsifying the origin of traffic when our clients connect to CloudFront".
Amazon Web Services has become the latest cloud giant to switch off its domain fronting service.
An example of where this cat and mouse can end up is recent attempts by the Russian internet regulator (and later Iran) to block the Telegram privacy app, which reportedly caused major disruption to 19 million IP addresses for surprisingly little effect on the service.
Signal's developer Open Whisper Systems is working on ideas for a more robust system to evade censorship, and is looking to hire developers to speed up the process. And as the Signal team recently noted, the range of potential solutions has suddenly become "severely limited". No one was free riding, they were just doing a bit of misdirection to get around a censor's block.
