Area Officials Disappointed Over Lack of Highway 14 Funding
In Rochester, Kathleen Harrington, president of the Rochester Area Chamber of Commerce, said the local organization is disappointed in the state's announcement and exclusion of Highway 14 projects.
MnDOT received a total of 299 project recommendations.
With the help of a consultant, MnDOT scored all the submissions under seven criteria including return on investment and community consensus.
The final requirement was 50 percent of the funding be spend in Great Minnesota and 50 percent be spent in the Metro District. "They can say that there's two outstate projects, but with one being in Elk River and the other being in St. Michael and Albertville, they are next door neighbors to the metro". That project, which would eliminate traffic signals through Elk River from just north of the U.S. Highway 10 interchange through 197th Avenue Northwest, was also approved.
The coalition went as far as to demand the Legislature suspend MnDOT's decision to reevaluate the program. "They interpreted that the way they wanted to and all four of the projects are within 40 miles of downtown Minneapolis, they are all connected to the metro area".
The U.S. Highway 14 Partnership was dismayed by MnDOT's decision.
Jasinski said that the next steps he will be trying to find funding for Highway 14 to be completed includes adding it to the bonding bill this legislative session, working towards a constitutional amendment that would dedicate auto parts tax to roads and bridges, and to voice concerns with MnDOT over regional balance. As announced by MnDOT, the project selections geographically places 100% of the funding within, or contiguous to, the Twin Cities metropolitan area.

Senator Scott Newman (R-Hutchinson), chairman of the Senate Transportation Finance and Policy Committee, expressed disappointment.
Out of a possible 700 flawless score, the two Greater Minnesota projects selected received scores of 600 and 580 respectively.
"The affected communities and all its partners have played by the rules - organizing significant support for this critical project only to once again witness Greater Minnesota lose out to metro-area projects", she said in a statement. "Statewide users of one of the busiest interstate interchanges will now see much deserved and overdue congestion relief".
In a press release, MnDOT Commissioner Charlie Zelle said the projects were selected based on direction by the Minnesota Legislature regarding the solicitation, scoring criteria and geographic distribution of funding.
In February, Rosenthal and a bipartisan group of legislators sent the Minnesota Department of Transportation a letter outlining the need for construction upgrades to the interchange, which has been ranked the 17th worst commute in the entire nation, Rosenthal's office said. Since 2013, the program has provided $330 million to dozens of projects across the state.
