House Republican Rebels May Be Close To Forcing A Vote On DACA

House GOP leaders have been caught between centrists demanding votes on immigration legislation that would provide protections for "Dreamers", young undocumented immigrants brought to the United States as children, and conservatives who want to vote on a tough immigration bill. Moderate Republicans are as few as five GOP signatures away from forcing a series of votes on the House floor to save the Deferred Action for Childhood Arrivals program, including the conservative bill and a bipartisan proposal that is the one nearly guaranteed to prevail instead under that plan.

A group of moderate Republicans are backing a plan to bypass GOP leaders by forcing a floor vote on four competing bills to preserve the Obama-era DACA program, which protected young undocumented immigrants who came to the United States as children.

The Freedom Caucus has about 30 members in the 435-seat House and they have been pushing for consideration of a conservative immigration bill. "Clearly we have had a positive impact on our leadership and this institution because now this issue is being taken seriously and people are thinking through how something can be achieved". "They disunify our majority", he told reporters.

The White House views the House situation as a mess for the chamber's GOP leadership to clean up, and there remains to be serious negotiations regarding a DACA bill that could not only pass the House, but also the Senate and get signed by the President.

The process is complicated, but if the rebels get enough signatures, it would force a debate on the House floor featuring four different immigration proposals.

If 25 GOP House members sign on, a "discharge petition" would allow a potentially bad amnesty bill to be passed, which otherwise would never even make it to the floor. Meadows said he's not in a hurry.

Like Trump, Ryan also has said he wants to deal with the DACA problem that has left the immigrants in limbo, but so far has refused to advance any bill. "We think it loses control of the floor and it would guarantee nothing goes into law", Ryan (R-Wis.) said during a question/answer forum at the BakerHostetler 29 Annual Legislative Seminar at the Hyatt Regency Washington on Capitol HIll.

Inside his earlier meeting with the full conference, Ryan mostly spoke in broad strokes about the need to balance border security and other immigration policies, said Michigan Rep. John Moolenaar.
