Today, Oklahoma passed a similar bill, sending it to the governor's desk.

The House and Senate passed a bill Thursday that would add millions of dollars in new spending to budgets approved by lawmakers last year for the state's current fiscal year and the next fiscal year beginning in July. At one point, the presiding officer threatened to have House security remove state Rep. Cory Williams, D-Stillwater, for refusing to take his seat.

The Kansas Senate has approved a bill that would cut income taxes to prevent some individuals and corporations from paying more to the state following changes in federal tax laws. "They're going to do something regressive, something discriminatory", said Kansas state Sen. "'There is no homosexual agenda.' I was told that...and now we find out there is an agenda", he said. Steve Fitzgerald (R). "What was once tolerated is now becoming dominant and is intolerant - totally intolerant". But they fear that lawsuits or turnover among state officials could result in an environment hostile to some religious groups' views.

The bills now await their respective governors' signature before entering into force, joining states such as Texas, Alabama, South Dakota, Virginia and MI that already have such laws in place. Michigan's ACLU chapter took the state to court a year ago over its adoption law, and the case is still ongoing.

"Catholic Charities and other adoption agencies are key to the fabric of our communities".

The latest version of the bill includes new language clarifying that it protects those organizations from being denied contracts with the Kansas Department for Children and Families, or reimbursement for performing foster care placement or adoption services on behalf of another entity that contracts with DCF to perform case management services.

Children who need homes are better off if there are more families available to place them with, whether that's with same-sex couples, non-Christian families, single parents, or any other family singled out for discrimination.

LGBT couples aren't the only families that could be deemed unsuitable for adoption due to agencies' religious beliefs. Governor Colyer's administration has said some out-of-state agencies could be attracted to Kansas.

Oklahoma Senate Majority Floor Leader Greg Treat likewise insisted the legislation in his state is necessary "to keep churches and faith-based organizations from being discriminated against".

"I believe this bill aids and gets more people involved in the system", he said.
