The new Coach was unveiled on Thursday morning.
The former French footballer was previously the head coach of Republic of Congo where he managed the team for almost a year before ending his two year contract.
Migne, 45, replaces Belgian Paul Put, who resigned as Stars manager earlier 2018.
In the group stage, Kenya has been drawn against three-time champions Ghana as well as Ethiopia and Sierra Leone, with both victor and runner-up qualifying for the finals.
On his side, Migne said: "It's a new challenge for me and I am ready to start the job".

FKF president Nick Mwendwa praised the credentials of the new coach and assured him of the federation's support.
The friendlies are meant to help the new Harambee Stras Coach Sebastien Migne familiarize with the team. He brings quality and experience to Kenyan football and with him around, our chances of qualifying to 2019 Afcon are high. "We expect him to work closely with the U-23 head coach Francis Kimanzi and U-20 coach Okumbi".
