"I'm not scaring anybody by design", said Gov. John Bel Edwards. Many nursing home residents in Louisiana who rely on medicaid to pay for their care and treatment at nursing homes in the state will have their assistance cut if the lawmakers don't cover funding for those programs.

Louisiana's Department of Health will begin sending nursing home eviction notices Thursday to more than 30,000 residents who could lose Medicaid under the budget passed by the state House of Representatives, according to WFAA in Dallas. Republicans slammed the move as fear-mongering by the state's Democratic governor amid ongoing budget and tax negotiations.

Mark Berger from the Louisiana Nursing Home Association says numerous people receiving the notices can't receive home treatment or are at the age that they have no home to go to.

"Our hearts are breaking over the need to do this", said Health Secretary Rebekah Gee.

"Our hearts are breaking over the need to do this, however, we can not provide services with no money to pay for them". In a statement from Louisiana Nursing Home Association executive director Mark Berger, the cuts "would force these senior and disabled residents out of Louisiana's nursing facilities overnight which would lead to the closure of most, if not all, nursing facilities", impacting not only program-eligible patients but patients paying for care through private insurance.

The Senate is crafting its version of a spending plan for next year, but senators have said their choices are grim.

The Louisiana Department of Health recognizes that individuals and families will have many questions and concerns once they receive the written notifications. Because of deep cuts included in the House budget, LDH is required by law to begin to promulgate an emergency rule outlining which services would be eliminated. The governor has said that to try to avoid balancing the budget mostly with spending cuts, he would call another special session after the regular session adjourns.
