Non-EU countries like Norway, Iceland and Liechtenstein continue to participate in the single market through their membership of the European Economic Area. Lawmaker Anna Soubry, a former Conservative business minister who has put her name to amendments to other bills in the lower chamber pushing for a customs union, retweeted a Twitter post saying "Lords batter the govt".

Theresa May's flagship Brexit legislation suffered a fresh mauling in the House of Lords as rebel Tories joined opposition peers to inflict an 11th and 12 defeat to her plans.

The blast got here forward of crunch votes within the Lords on two extra amendments to the EU Withdrawal Invoice, the place the PM is once more anticipated to be defeated.

Labour peer and former EU Commissioner Lord Mandelson told the Lords that the United Kingdom economy "simply can not afford" to leave the trading area.

He told the chamber: "It is the EEA that deals with services, services like retail, tourism, transport, communications, financial services and aerospace where we have a £14bn trade surplus in these services".

"It's for that reason that we need to ensure that any continuation of the customs union must include a continuation in the EEA or its equivalent".

Not every Labour peer was behind the legislation change, as former minister Andrew Adonis described the amendment as "useless".

"There are times in one's political career when what is alleged to be party loyalty comes way behind trying to stand up for the national interest", Patten said during the debate that preceded the vote.

After Wednesday's sittings, the bill has five more sessions in the Lords through May 8 before returning to the Commons.

The upper house of parliament also voted on Tuesday in favour of an amendment whereby Britain would continue to participate in European Union agencies after leaving the bloc.

The government's Brexit Minister in the House of Lords, Lord Callanan argued against the amendment to seek EEA membership saying it would not deliver control of British borders or laws as the United Kingdom would have to accept freedom of movement and European Union regulations.

"This will not deliver on the British people's desire as expressed in the referendum to have more direct control over decisions that affect their daily lives".

The defeat was also damaging for the Labour leader Jeremy Corbyn after members of his party in the upper house defied orders to abstain from the vote and instead backed a cross-party alliance in support of the amendment.

Later, there was a fourth defeat over calls to strengthen scrutiny of secondary legislation made by ministers following Brexit.
