Her baby's development had stopped, and her doctor had told her the pregnancy would end in a miscarriage.

"From the patient's perspective, we expect providers to put our care first and make decisions based on what's medically needed", she said.

Arteaga opted to take the medical route, but the pharmacist she identified as Brian Hreniuc denied her the necessary prescription.

The pharmacist, Mone says, refused to give her the medication because of his personal morals despite explaining her personal situation.

"What he failed to understand is this isn't the situation I had hoped for, this isn't something I wanted", Arteaga wrote in her post. "I want everything to be healthy and I can't control that".

"I had a hard time getting to sleep with all these thoughts going through my mind about how a person could control or have control over something that I needed for my well being", she told Buzzfeed News.

Kam Gandhi, executive director at the board, said that the agency hasn't talked to Arteaga or the pharmacist yet, but will aim to do a full investigation before the board's next meeting in August, Gandhi said. "I share this story because I wish no other women have to go thru something like this at time when you are vulnerable and already suffering". Arizona's law says hospitals and physicians can refuse abortion services and emergency contraception if doing so violates their beliefs. How is this okay? "If you have gone thru a miscarriage you know the pain and emotional roller it can be", she wrote. She was also concerned whether the same pharmacist could be denying women the right to birth control, the morning after pill or fertility drugs.

Mone said she left the store in tears.

Arizona state Senator John Kavanagh, a Republican who co-sponsored the 2009 law that includes the refusal clause, told Bloomberg Tuesday he was surprised that Arteaga wasn't more sympathetic with the pharmacist.

"Last night I experienced something no woman should ever have to go thru [sic]", posted Arteaga, a teacher.

She said the embarrassment added to the emotions she is experiencing after losing a child. The manager said she would look into it but never got back to her, Arteaga said.

"A pharmacy, hospital or health professional, or any employee of a pharmacy, hospital or health professional, who states in writing an objection to abortion, abortion medication, emergency contraception or any medication or device meant to inhibit or prevent implantation of a fertilized ovum on moral or religious grounds is not required to facilitate or participate in the provision of an abortion, abortion medication, emergency contraception or any medication or device meant to inhibit or prevent implantation of a fertilized ovum".
